This program is designed as annual continuing education under 26 TAC §558.260 for administrators and alternate administrators of Texas home and community support services agencies (home health, hospice, and personal assistance services) who have completed initial training and are in a subsequent annual education period. It is not initial administrator training under §558.259, does not satisfy the §558.259(c) topic allocation required by §558.260(b) for certain returning administrators, and does not determine eligibility to serve. HHSC Presurvey Training does not count toward this requirement. This course has not been reviewed, approved, or endorsed by the Texas Health and Human Services Commission. Each agency remains responsible for confirming and documenting its administrator’s compliance.

Course overview

The course begins with a Start Here module, continues through eight instructional modules with a Knowledge Check in each, and ends with a Final Examination.

  • Module 1 – Administrator Accountability, Governance, and Policy Oversight. Help administrators and alternate administrators connect formal role designation with practical oversight, assign work with clear authority and follow up, and check whether written policies operate in daily practice.
  • Module 2 – Personnel Oversight, Delegation, and Staff Accountability. Build administrator judgment about role clarity, personnel readiness, delegation, and follow-through.
  • Module 3 – Ethics, Client Rights, Confidentiality, and Professional Communication. This module helps administrators apply ethical judgment, protect client rights and confidential information, and improve communication among clients, families, agency personnel, and other providers.
  • Module 4 – Quality Improvement and Complaint Follow-Through. Use complaints, service information, and outcome measures to identify operational problems, choose proportionate corrective action, and check whether the change worked and lasted.
  • Module 5 – Risk Assessment, Incident Response, and Documentation. Build an administrator-level system for identifying operational risk, responding to incidents and allegations, preserving reliable facts, and assigning follow-through.
  • Module 6 – Financial Management and Operational Sustainability. This module builds practical skill in reading a budget report, investigating a financial variance, checking whether financial records and controls support the decision, and protecting service capacity while an agency responds.
  • Module 7 – Community Resources, Service Coordination, and Ethical Marketing. This module gives you a practical method for maintaining useful resource information, coordinating administrative handoffs, and reviewing public information for accuracy.
  • Module 8 – Integrated Administrator Case and Final Examination Preparation. This capstone asks you to combine the administrative practices developed across Modules 1 through 7.
